Article 24 of the Regulations of the People’s Republic of China on the Disclosure of Government Information stipulates: “People’s governments at all levels should strengthen the work of relying on government portals to disclose government information, and use a unified government information disclosure platform to centrally release voluntarily disclosed government information. The government information disclosure platform should have functions such as information retrieval, review, and download.” In order to better implement this regulation, standardize the setting of government information disclosure platforms, improve the effectiveness of proactive disclosure work, and strengthen government information management, the following opinions are put forward:

1. Identify and position the

government information disclosure platform, which is a disclosure platform for publishing statutory proactive disclosure content., is also a management platform to strengthen the management of key government information. The proactive disclosure content established in the Regulations of the People’s Republic of China on the Disclosure of Government Information, especially the common basic content of various administrative agencies stipulated in Article 20, is key government information that is of great concern to the public. It is necessary to firmly grasp the basic positioning of “special columns”, focus on statutory proactive disclosure of content, and use the release and management of specialized content to demonstrate the unique value of the government information disclosure platform, making it a convenient and comprehensive access to key government information for the public. Authoritative channel. The government information disclosure platforms of various administrative agencies are the basis for the unified government information disclosure platforms of people’s governments at all levels. They must unify their names and formats, and strengthen standardization.

2. Unify and standardize

the government information disclosure platform. In principle, it relies on the existing columns such as “Government Information Disclosure” and “Government Affairs Disclosure” on the websites of various administrative agencies. No special columns are set up and no special websites are allowed. If the “Government Information Disclosure” column is not set up, or if there is a similar column but uses other names, it should be uniformly set up and named as “Government Information Disclosure” and displayed on the front page of the website. For administrative agencies that do not have a separate website, the establishment of their government information disclosure platform shall be coordinated and arranged by the corresponding government information disclosure department.

The content of the government information disclosure platform mainly consists of four parts. The first is the guide for government information disclosure. The second is the government information disclosure system, including the “Regulations of the People’s Republic of China on the Disclosure of Government Information”, local regulations, autonomous regulations, separate regulations, and rules on government information disclosure, as well as regulatory explanatory documents issued by the national government information disclosure authorities., in principle, do not include other institutional documents. The third is to proactively disclose content by law, mainly based on the common basic content stipulated in Article 20 of the Regulations of the People’s Republic of China on the Disclosure of Government Information. The fourth is the annual report on government information disclosure work, in which each administrative agency discloses its own annual report on government information disclosure work, and each government information disclosure department discloses its own annual report on government information disclosure work summarized by the government at the same level or the system, as well as the annual report on government information disclosure work of each administrative agency.Each administrative agency may add other contents stipulated in the Regulations of the People’s Republic of China on the Disclosure of Government Information according to its own actual conditions, but it should not be over-generalized.

3. Optimize

the content released by the functional government information disclosure platform, covering the basis and results of administrative agencies in managing society and serving the public, and should be authoritative, accurate, comprehensive in content, and easy to obtain and utilize. It is necessary to optimize the page settings of columns and use more methods such as lists and hyperlinks to present relevant content to avoid chaos due to the large amount of information. It is necessary to optimize the column search function to facilitate the public to quickly and accurately obtain the government information they need. It is necessary to optimize the column download function, enrich the downloadable format, and use modern technical means to prevent tampering and counterfeiting. It is necessary to optimize the column data interconnection function, reserve necessary data exchange interfaces, facilitate the docking between government information disclosure platforms at all levels, and lay a solid foundation for the next step of building a unified national government information disclosure platform.

4. Pay attention to connecting

the statutory and proactive disclosure content centrally released by the government information disclosure platform. Some of them may intersect with other column content on the website of this administrative agency, such as the basis for performing duties and the introduction of the agency; Some may intersect with the content of other specialized websites, such as the administrative penalty information disclosed by various administrative agencies and the administrative penalty information in the “National Enterprise Credit Information Publicity System”, the government debt information disclosed by local governments at all levels and the “China Local Government Bond Information Disclosure Platform”, etc. It is necessary to pay attention to strengthening the connection and adhere to the same origin of data. If data from other columns of the administrative agency’s website, as well as data provided by the administrative agency to other specialized websites in accordance with the law, involve cross-duplication, in principle, the data on the government information disclosure platform shall be used as the benchmark to maximize the extent Maintain data consistency.

5. Strengthen the management of

the statutory proactive disclosure content centrally released by the government information disclosure platform, which involves all aspects of the work of administrative agencies and reflects the work dynamics of administrative agencies. It is necessary to strengthen the management of government information disclosure platforms, publish and update statutory proactive disclosure content in a timely manner in accordance with legal time limits. It is necessary to clarify responsibilities. The leaders in charge of government information disclosure work of each administrative agency are the first responsible persons, and the government information disclosure work agencies of each administrative agency are the legal responsible entities and are responsible for promoting and coordinating the construction and management of government information disclosure platforms. All government information disclosure departments must regard the construction and management of government information disclosure platforms as an important part of promotion, guidance, coordination and supervision.
